There should just be an offline pmc and stash that doesn’t correlate with the online. Yes a lot of stuff will be lonely or altered and much easier. Yes there is others out there but we want Tarkov. They said it's only for EOD right now to offset the costs of running additional COOP servers. Based on the wording it sounds like it won't stay EOD only and is only the way it is now temporarily. The thing is that there is no simple button which will change current version of Tarkov into "exciting" Offline mode with progression. Even if there would be, it wouldn't be fun/balanaced with current EFT options and would require a lot of addicional work.
