Since all your shocks are minimum 18%, you don't need to scale shock as if dealing more damage or w/e, you just need to land the smallest shock possible. There's an easy ~150-200% shock effect on the tree without even trying.

As an Elementalist they can be used in very similar setups. Need 1) chains from lightning mastery and chain support, 2) some source of proliferation either eldritch gloves, support or mastery, and 3) unbound ailments if you need it to reach max shock effect.
